Brazil

In Brazil, we manage "VIABAHÍA", one of the main concessions in the state of Bahia. 681 kilometers connecting the country from north to south, distributed between BR-116 and BR-324, two fundamental axes for transportation.

The two sections of the highway articulate the communication between the three main population centers of the state of Bahia. The BR-116 highway forms a freight corridor that crosses the country from Fortaleza to the border parallel to the Atlantic coast with Uruguay. In addition, Bahia is Brazil's second largest tourist destination after Rio de Janeiro, and an important commercial port.

Concessions

  • BR-116: FEIRA DE SANTANA – FRONTERA CON MINAS GERAIS

    ROADIS manages the BR-116 highway, which runs across the country from north to south, crossing the region of Bahía. In 2012, this highway’s financing was closed with Brazil's National Bank for Economic and Social Development (BNDES).

  • BR-324: SALVADOR – FEIRA DE SANTANA

    ROADIS manages and operates the BR-324 highway, which connects the cities of Salvador de Bahía and Feira de Santana. In 2012, this highway’s financing was closed with Brazil's National Bank for Economic and Social Development (BNDES).


    • In 2021, the COVID-19 pandemic demonstrated VIABAHIA’s maturity and ability to adapt to changes.

      It also showed a resilience that comes from both the features of this asset and the willingness and dedication of its team.

      The de-escalation of restrictions and the increase in vehicle circulation led to the resumption of higher-volume economic activities on the motorway compared to the previous year.

      The reduction of traffic accidents and a maintained concern for the safety of users and staff are important commitments of the concessionaire. These commitments are put into practice with ISO 39001 and ISO 45001 certifications, which we renewed for another year.

      Until the end of 2021, 600 kilometres of road lanes were recovered in BRs 116 and 324, representing an investment of R$99 million BRL.

      At ROADIS we remain committed to complying with the current concession agreement through VIABAHIA. The Court of Justice upheld the concessionaire’s right to rebalance the contract (five-year rebalance). In addition, according to the October 2021 ruling, the obligation to carry out non-essential works is suspended until - in accordance with the concession contract - the pending five-year rebalances are carried out by the regulatory body.

    • As in 2020, the Brazilian Government maintained a clear support for the promotion of business opportunities in infrastructure.

      The total portfolio of projects for the auctions amounts to $53.3 billion, of which $32.1 billion dollars correspond to toll roads totalling more than 24,800 km.

      In 2021 this portfolio of projects managed by the Investment Partnership Program (IPP) granted roads to the private sector for a total of 2,486.2 km. The IPP portfolio expects that in 2022 more than 13,000 km of paved roads will be granted to the private sector.

      Today, the Brazilian government includes 23 tollway projects exceeding 7,000 km as works in progress in its pipeline.

      Undoubtedly, one of this Government’s most important challenges is that of attracting foreign investment in a context of legal certainty.

    • In 2021 Brazil once again ranked in the top 25 of AT Kearney’s Global Confidence Index of the FDI.

      Brazil ranks 45th out of 160 countries in terms of infrastructure quality.

      Trucks are the main method of transporting goods; this makes logistics more expensive and gives rise to the idea of “custo Brasil”, meaning that it is especially expensive to do business in the country, due to high operating costs.

      In 2021, vehicle production in Brazil grew by 11.6%.

      The total length of the federal road network, excluding planned roads, is 75,257 km; of which 65,735 km (90.5%) correspond to paved roads and 9,522 km (9.5%) correspond to unpaved roads.

      Of the paved federal road network, 11,429 km are managed through a federal concession.

        HOW DO WE CREATE VALUE IN OUR COMMUNITIES?

        VIABAHIA’s mission is to manage roads responsibly, while contributing to the development of the state of Bahia, interacting with people and communities, and promoting sustainable development in Brazil. In the context of the COVID-19 pandemic, we have been especially careful in complying with health protocols. To accomplish this, we resized the corporate responsibility projects and the initiatives developed by the concessionaire.

        The commitments made to the communities neighbouring the sections administered by VIABAHIA are:

        - Promotion of the development of citizens and their employability.

        - Environmental and professional education.

        - Creation of jobs, income and opportunities.

        - Pre-hospital care and medical assistance on roads.

        - Mechanical and road safety assistance.

        - Control of environmental impacts (spills, accidents, etc.), preventing harm to biodiversity, soil and water sources.

        - Real-time monitoring of traffic conditions (weather, safety, fluidity).

        - Social projects that cooperate with local development:

        With an investment of approximately R$157,000, our socio-environmental programs and initiatives benefitted more than 16,000 people in 2021.

        Since the start of the VIABAHIA concession and until the end of 2021, more than R$228 million BRL was paid in taxes on transferred services to the 27 municipalities connected by this concession, boosting local economic development.
